Analyst notes

This extension is a legitimate Oracle Guided Learning (OGL) runtime plugin deployed by DELWP (Australian Department of Environment, Land, Water and Planning) for their Oracle Cloud Analytics instance. The hardcodes only specific [domain withheld] URLs for DELWP, all network traffic goes to [domain withheld] (Oracle's own OGL server — directly first-party to the publisher), and no user data is collected or exfiltrated. The broad permissions are justified by the enterprise overlay pattern: webRequest modifies CSP headers only for Force domains to allow Oracle scripts, declarativeNetRequest blocks double-loading of the OGL player, and management is used solely to clean up declarativeNetRequest rules on extension re-enable. The ML model was triggered by large JS size ( is the 404KB Oracle player library), high counts (all legitimate UI rendering in the OGL player), and the permission combination — all false positives for enterprise overlay tooling of this type. The 50% malicious publisher rate across the publisher's other extensions is noted but does not change the conclusion for this specific, cleanly-scoped extension.
