Receive a notification when there are Issues or PRs updates

This Chrome Extension enables the possibility to Snooze GitHub Issues or Pull Requests. Imagine this scenario ... You are interested in verifying how a given issue or pull request is progressing. You, therefore, want to be notified in N hours if there has been no update on that issue so that you can follow up on that element. This is something really similar to other snooze features implemented in other applications (e.g. Slack). In order to use it, you should create a GitHub Personal Access Token (PAT) with the "repo" and "read:user" scopes.
